Hazel Khoo is the Chief Sustainability Officer and Director of the Policy & Planning Department in PUB, Singapore’s National Water Agency, leading PUB’s sustainability efforts to achieve the net zero ambition and the Water Master Plan to ensure the resilience, sustainability and security of the nation’s long-term water supply.
Hazel oversees the systems planning of Singapore’s integrated water supply and used water treatment, taking into consideration emerging trends, climate uncertainties, and Singapore’s evolving socio-economic landscape. She leads the formulation and review of water policies, pricing frameworks and legislative instruments to support Singapore’s water agenda. Hazel also oversees bilateral and international engagements on water-related matters, fostering partnerships and knowledge exchange with governments, international organisations and industry stakeholders to advance shared water and sustainability goals.
In her capacity as Chief Sustainability Officer, Hazel spearheads PUB’s environmental sustainability and decarbonisation efforts to reduce carbon emissions, enhance resource efficiency and embed sustainability across the organisation’s operations and infrastructure. Hazel champions initiatives that support Singapore’s broader climate ambitions, while strengthening PUB’s contribution towards a low-carbon and climate-resilient future.
Prior to these, Hazel pioneered and coordinated whole-of-nation efforts to safeguard Singapore from the threats of sea level rise. Her work culminated in the passing of the Coastal Protection and Other Amendments Bill in Mar 2026, the publication of the Coastal Protection Code of Practice in Jun 2026, the establishment of the Coastal Protection and Flood Management Research Programme and Coastal Protection and Flood Resilience Institute (CFI) Singapore in 2023 as well as the public showcase of Singapore’s approach for coastal adaptation and the coastal masterplan for the City-East Coast region at the inaugural coastal protection exhibition in Aug 2025.
