Adjunct Professor Ong Chee Wee, Victor is currently the Managing Director of ONE SMART Engineering Pte Ltd, which was recognised by the NUS College of Design and Engineering (CDE) with the Team Excellence Award and the Geotechnical Enterprise Excellence Award by the Geotechnical Society of Singapore (GeoSS) in 2024. He is also the Past President of the Singapore Institute of Building (SIBL). With 26 years of postgraduate working experience in consultancy, research, and construction firms, he is a registered Specialist Professional Engineer (Tunnelling), Specialist Professional Engineer (Geotechnical), and Professional Engineer (Civil) in Singapore. He obtained his PhD in Geotechnical Engineering from the National University of Singapore (NUS).
Prof Ong has been actively involved in many professional activities. He is currently serving on two International Technical Committees for the International Society of Soil Mechanics and Geotechnical Engineering (ISSMGE). He serves on the Technical Committee for TC207 on Soil-Structure Interaction and Retaining Walls and TC212 on Deep Foundations. Apart from this, he also serves on the Technical Committee for the Asian Technical Committee ATC6 Urban GeoEngineering. In Singapore, he is elected to the Enterprise Singapore Technical Committee for the Standards Council (Civil & Geotechnical Works), the Standard Work Group on Bidirectional Load Test, and the Building & Construction Authority (BCA) Multiagency Work Group for Developing Pile Load Test Guidelines. He has been appointed as a CEE Mentor for the School of Civil and Environmental Engineering of Nanyang Technological University (NTU).
One of his major contributions to the geotechnical society is his involvement in TC212, which has recently published the ISSMGE Combined Pile Raft Foundation Guideline (ISBN: 978-3-942068-06-2, July 2013).
During his postgraduate studies, Prof Ong was enthusiastically engaged in centrifuge modelling works for Tunnel-Soil-Pile Interaction and also published many papers on related topics, during which he won numerous awards. His papers, co-authored with Emeritus Prof C. F. Leung and Emeritus Prof K.Y. Yong, won the ‘Best Contribution Award’ during the 6th Asian Young Geotechnical Engineers Conference (2008) in Bangalore, India, and the ‘TUCSS Hulme Prize’ (2009), awarded by the Tunnelling and Underground Construction Society (Singapore).
In addition, Prof Ong is the Qualified Person (Supervision) for two (2) Land Transport Authority Downtown Line projects, namely Contract 902 – Design, Construction, and Completion of downtown Line 1 (DTL1) Promenade Station and its associated tunnels, and Contract 933 – Downtown Line Stage 3 – Construction of Jalan Besar Station and associated tunnels. For these projects, the SFRC tunnel segments received the SCI Excellence Awards 2013 from the Singapore Concrete Institute. He is also the Qualified Person (Supervision) for the Cross-Island and Jurong Island–Pioneer Cable Tunnels, which were awarded Singapore’s Top 50 Engineering Achievements by the Institution of Engineers Singapore.
Prof Ong is appointed by the Singapore Public Utilities Board (PUB) and the Institution of Engineers Singapore (IES) as a member of the ABC Waters Professional Programme Committee. He is also a recognised trainer for the PUB ABC Waters CU4 and EU4 courses, guiding professionals seeking ABC Waters Professional certification.
Prof Ong is also a registered Qualified Erosion Control Professional (QECP), and two of his projects at HDB Sengkang N2C40 and Punggol West C8 have been awarded as PUB ECM Model Sites.
At the academic level, Prof Ong serves as a Co-supervisor for candidates in the Doctor of Engineering (EngD) program. He also co-lectures on the M.Sc. Capstone (CE5002B) at the National University of Singapore (NUS) and is an Evaluator of Final Year Project (FYP) posters in Geotechnical Engineering. Additionally, he serves as a Civil and Environmental Engineering (CEE) Mentor at Nanyang Technological University (NTU) and a Guest Speaker for the Civil Engineering modules (CVE2372) and Construction Technology (CVE3261) at the Singapore Institute of Technology (SIT). Prof. Ong was also invited by Shanghai Tongji University to deliver lectures on “Green Geo-System: Build and Sense” to undergraduate students, and he served as the External Examiner for the Master of Engineering oral defence at Tongji University’s College of Civil Engineering.
Prof Ong’s dedication to advancing the field of engineering is further demonstrated through his roles as an Assessor of Chartered Engineer (Infrastructure), Member of the Infrastructure Sector Committee for the Chartered Engineering Board and Judge of the Engineering Innovation Challenge (EIC).
