NUS ENGINEERING AUDITORIUM

Welcome to the CFI Singapore’s Inaugural Symposium 2024!

Join us for the Inaugural Symposium, a landmark event hosted by the Coastal Protection and Flood Resilience Institute Singapore. As we confront the increasing challenges posed by climate change, this symposium aims to bring together thought leaders, researchers, policymakers, and industry partners to share knowledge and explore innovative solutions in coastal and flood protection.

Thank you for attending CFI Singapore's Inaugural Symposium.

CFI Singapore's inaugural symposium brought together over 150 participants, offering a dynamic platform for experts, industry leaders, policymakers, and researchers to explore innovations in coastal protection and flood resilience. Focused on fostering collaboration, the event showcased CFI Singapore’s ongoing research by CFI Principal Investigators, addressing the urgent challenges of climate change and rising sea levels.

The symposium was honoured by the presence of Mr. Chua Soon Guan, Deputy Chief Executive for Policy and Development at PUB, and Professor Low Teck Seng, Senior Vice President of Sustainability and Resilience at the National University of Singapore, who both delivered insightful keynote speeches.

Throughout the day, attendees gleaned insights from expert keynote speakers such as President and Chair Professor Joseph Lee and Dr. Liong Shie-Yui and engaged in panel discussions and hands-on workshops covering diverse topics, including advancements in flood management technologies, nature-based coastal protection solutions, and sustainable urban planning for flood-prone regions. A central theme was the importance of collaboration to accelerate the development and implementation of scalable, innovative strategies. This collaborative spirit was evident in the lively discussions and the shared commitment to advancing solutions for coastal resilience.

A key highlight was the MoU signing ceremony, during which CFI Singapore formalized partnerships with five companies to explore collaborative efforts in coastal science research, integrating nature-based solutions, and developing sustainable infrastructure for coastal protection and flood management.

We thank the College of Design and Engineering (NUS), PUB,Singapore's National Water Agency, CFI consortium partners, and supporting partners:  Sustainability and Resilience Office of the President (NUS), Singapore Water Association, The Institution of Structural Engineers (IstructE), The Institution of Engineers, Singapore (IES), for their active support to make this symposium successful.

We look forward to welcoming you to our next symposium! In the meantime, stay tuned for upcoming events and initiatives as we continue to build on this exciting momentum.

PROFESSOR JOSEPH HUN-WEI LEE

President and Chair Professor

Macau Environmental Research Institute

Faculty of Innovation Engineering (FIE)

Macau University of Science and Technology

Biography

Professor Joseph Hun-wei Lee is currently the Vice-Chancellor and President of Macau University of Science and Technology (M.U.S.T.). He has previously served as the President of the International Association for Hydro-environment Engineering and Research (IAHR), Vice-President at the Hong Kong University of Science and Technology (HKUST), Pro-Vice-Chancellor and Vice-President at the University of Hong Kong (HKU). He is the founding Editor-in-Chief of the Journal of Hydro-environment Research, and the past Chairman of the Hong Kong Public Policy Research Funding Scheme and the Hong Kong Research Grants Council. He is a Fellow of the Royal Academy of Engineering and Hong Kong Academy of Engineering Sciences.

As an internationally renowned scholar in the field of environmental hydraulics, Professor Lee’s research interest revolves around the use of hydro-environment modelling to address climate-change induced impacts on water security: eco-hydraulics related to dynamics of algal blooms and red tides, AI and real time water quality forecast systems, and urban flood control. He is the mastermind behind the WATERMAN coastal water quality forecast and management system, and a member of the Red Tide Expert Advisory Group and also the Expert Panel on Strategic Planning Study for Flood Management of the Hong Kong SAR Government.

Professor Lee has received many awards for his research on environmental hydraulics. These include the 2009 ASCE Hunter Rouse Hydraulic Engineering Award, the 2010 China State Scientific and Technological Progress Award, and the 2024 Prince Sultan Bin Abdulaziz International Prize for Water (PSIPW-Water Protection & Management).

CV-Yui LIONG -2024

DR LIONG SHIE-YUI

Advisor

Coastal Protection and Flood Resilience Institute Singapore

Biography

Dr. Shie-Yui Liong was with Tropical Marine Science Institute (TMSI) for 15 years after spending 20 years at Civil and Environmental Engineering Department of NUS. On climate change related activities, he was consecutively appointed by the Singapore government to lead both the inaugural "Vulnerability Study" on climate change and the subsequent "Risk Map Study. His most recent research project, funded by AI Singapore from 2020 to 2022, was titled “Deriving High Accuracy and Cost-Effective High-Resolution DEM from Satellite Data Using Artificial Neural Networks.” This project provided critical data for flood simulations. Dr. Liong served as Chairman of the Joint IAHR-IWA-IAHS Hydroinformatics Committee from 2009 to 2012 and is a three-time recipient of the IAHR-APD Congress Best Paper Award (1994, 2002, and 2012). In 2007, he was honored with Germany’s Order of Merit (“Bundesverdienstkreuz”).
