Er. Bernard Leong Lian Wah is the Health, Safety and Environment Manager of a leading petrochemical company on Jurong Island. He has more than 30 years’ experience in the process industry, in the areas of process technology, operations and process safety, as well as occupational safety. He spent the last eleven years overseeing health and safety programme development and implementation, including

driving the Process Safety Management programme. He also facilitated the development of the company’s Safety Case. He is involved in various committees within the Singapore Chemical Industry Council (SCIC). Among them, he currently chairs the Process & Engineering Committee. On the global platform, he is a Technical Steering Committee member of the Center for Chemical Process Safety. Bernard is a chemical engineering graduate of the National University of Singapore. He is a registered Professional Engineer (Chemical) with the Professional Engineers Board of Singapore (P.Eng.), and a registered Workplace Safety & Health Officer (WSHO). He is also a CCPS Certified Process Safety Professional (CCPSC).

Er. Bernard Leong LW

Er. Bernard Leong LW is the Health, Safety and Environment Manager of Petrochemical Corporation of Singapore (Private) Limited [PCS]. He has more than 32 years experience in the process industry, in the areas of process technology, operations and process safety. He is involved in various committees within the Singapore Chemical Industry Council. Among them, he currently chairs the Regulatory Affairs Committee, and an expert member of the Major Hazard Installations Committee. Bernard is a chemical engineer by training. He is a registered Professional Engineer (Chemical) with the Professional Engineers Board of Singapore, a registered Workplace Safety & Health Officer and a CCPS Certified Process Safety Professional (CCPSC).

Ms. Cheng Sin Yan

Ms. Cheng Sin Yan is a Principal Safety & Risk Consultant by practice. She holds a NUS MSc (Safety, Health and Environment Technology) and has 17 years’ of experience performing technical risk & safety studies for both onshore and offshore oil & gas, petrochemical and chemical storage facilities in Singapore, Western Australia, Vietnam, Nigeria, Malaysia, Indonesia and the Middle East. Safety studies she has conducted and reviewed include Quantitative Risk Assessments (onshore and offshore), Safety Cases, FHA, FERA, RAM, NHHA, EERA, Ship Collision study, TRIA, OBRA and workshop facilitation for HAZID, HAZOP, FMECA, Bow-tie, LOPA, ALARP. She has conducted and led more than 60 QRAs and has extensive experience liaising with Singapore agencies for QRA and MHI Safety Case matters over the years. She previously completed a large-scale QRA database development project processing > 300 QRA reports on Jurong Island. Since the implementation of Safety Case requirement under the WSH Regulations in 2016, Sin Yan has led and prepared Safety Cases for various MHIs in Singapore for submission to the MHD (Major Hazards Department).

Dr. Foo Swee Cheng

Dr. Foo Swee Cheng is a professor of occupational safety & health in the National University of Singapore, Department of Chemical & Biomolecular Engineering. He is the immediate past program chair of the Master of Science Degree Program in Safety, Health & Environmental Technology, overseeing the teaching of Advanced SHE Management, Industrial Hygiene, Safety Engineering, Quantified Risk Analysis, Occupational Ergonomics, Human Factors in Process Safety, Chemical Hazard Evaluation and Management. As the Chairman of Technical Committee for Personal Safety & Ergonomics, SPRING Singapore and past Chairman of the Occupational Safety & Health Division, Environmental Engineering, and Safety & Health Technical Committee of Singapore Institution of Engineers, he is a frequent speaker at numerous local & international events and had published more than 100 papers in international scientific journals.

Er. Koh Boon Haw

Er. Koh Boon Haw is an accomplished and innovative Risk professional with 16 years' experience in managing Major Hazard risks in both the Energy and Government sector. With hands-on frontline operational experience and strong Process Safety Engineering and Management knowledge, he helps to identify major accident scenarios, determine, recommend and validate the appropriate preventative and mitigative safeguards to reduce these risks to ALARP.  Boon Haw is a registered Professional Engineer with PEB Singapore, certified TUV Functional Safety Engineer (PH&RA), registered Fire Safety Manager and Workplace Safety and Health Officer. Academic wise, he holds a Bachelor Degree in Chemical Engineering, Master Degree in Safety Health and Environmental Technology from the National University of Singapore, Certificate in Fire Engineering and nanodegree in Machine Learning and Deep Learning. 

Lim Liang Hong is a Principal Specialist with the Major Hazards Department, Ministry of Manpower, which oversees the Safety Case regime for Major Hazard Installations in Singapore.

Liang Hong is a registered Professional Engineer (Chemical) with the Professional Engineers Board of Singapore and he is currently the vice-chair of the Practice of Professional Engineering Examination (PPE) Sub-Committee (Chemical). Liang Hong also holds a position of Adjunct Assistant Professor with the department of Chemical and Biomolecular Engineering, National University of Singapore.

Liang Hong has over 12 years of experience in the oil & gas and chemical process industry, specialising in Quantitative Risk Assessment (QRA), Process Safety Management and Safety Case development. In his current role with MOM, he supports the implementation of Safety Case regime in Singapore and is actively involved in various committees with the industry.
