Opportunities and Challenges for City Leaders; There is no hiding place
Leaders of cities have a fundamental duty to the citizens of their cities, and that is to plan and build resilient communities, so that the weakest and most vulnerable members of society are not affected disproportionately by crises and major shocks. Crises can occur due to neglect, external factors that were not foreseen or recognised as being a threat, or deliberate acts of aggression. Being prepared is part of the social contract between the citizens and their city leaders and is bilateral. The contract contains activities such as education, skills development and planning of both policies and operations. Rich and trustworthy data and analysis tools are transforming this last aspect.
If the social contract breaks down or if citizens no longer feel they can trust their leaders, policies and investments, faith in democracy and democratic structures is undermined and social stability is threatened. We live in times of great turbulence and uncertainty, driven by extreme weather and sea level rise due to climate change, changing demographics, rapidly changing geopolitics and mass migration. This lecture will address these issues, and outline steps that city leaders can take to mitigate their impact, maintain and adapt the social contract.
Prof. Brian Collins CB, FREng
Professor Brian Collins took up the role of Professor of Engineering Policy at UCL on 1st August 2011, retiring as emeritus in 2020. He led the creation of a £278M capital investment programme in 14 Universities in the UK, UKCRIC, which he launched in 2017, which enables the UK to have a robust and innovative research and analysis base for informing the £700B estimated spending in Infrastructure in the UK in the next few decades.
He was one of four PIs in the Liveable Cities research programme which was one of the first transdisciplinary activities that addressed everything involved in the evolution of cities into the future ranging from technology, innovation, externalities, planning, investment and governance. The programme was divided into a number of threads, and he led the governance activity throughout the life of the five-year programme.
He was bestowed by Her Majesty the Queen the Honour of Companion of the Bath (CB) in the 2011 New Year's Honours list. He was elected a Fellow of the Royal Academy of Engineering in 2009. He holds a Visiting Professorship at Southampton University and Honorary Doctorates at Kingston and City of London Universities. He has an MA in Physics and a DPhil in Astrophysics from Oxford University.
